However, this data is predominantly utilised by energy companies, with minimal access by sector enablers such as governments and development partners.

However, policies and regulations often fall short in addressing market barriers to sustainable energy access. Furthermore, investment and financing opportunities are typically concentrated among a select few companies, leading to significant information asymmetry. This imbalance hampers progress toward universal, sustainable access to modern energy. For instance, incentive-based investment mechanisms like result-based financing and challenge funds are frequently awarded to the same companies, fostering unfair competition and market distortion.

EMAP is designed to mobilise this data and leverage it to empower stakeholders, driving the scale-up and improvement of sustainable energy access. Initially, EMAP’s focus is on usage and payment data from central grids and isolated mini-grids and standalone installations electricity. Our plans include expanding the collection and analysis of data from clean cooking, energy storage, e-mobility, commercial and industrial installations, and main grid electricity use across domestic, commercial, and industrial sectors.

Strategic Objectives

EMAP is committed to systematically enhancing sustainable energy access for domestic, social, productive, and mobility applications. Our primary objective is to empower the energy sector with high-quality data and analytics, facilitating accelerated progress towards sustainable development in target countries.

To achieve this, EMAP will:

Provide a comprehensive database that enables service providers to undertake Know-Your-Customer (KYC) functions, hence reducing instances of double-counting. This enhances efficiency in allocating capital and increases trust in the implementation outcomes and impacts while unlocking more funding for the sector.

Generate and share valuable insights on energy access rates, service levels, pricing, and tariffs to develop robust government policies and regulations.

Offer customers, regulators, and energy companies, the necessary reports on services provided or used. This also supports fair pricing across service tiers, reliable energy availability, and high product/service quality for energy customers.

Encourage equitable distribution of incentives based on service quality metrics rather than volume sales alone, fostering a competitive and fair market environment.

Enable the authentic and private collection, analysis, and visualization of energy access data, ensuring that key partners have access to reliable and actionable insights.
