The Ministry of Energy and Mineral Development (MEMD) mandate is “To Establish, Promote the Development, Strategically Manage and Safeguard the Rational and Sustainable Exploitation and Utilisation of Energy and Mineral Resources for Social and Economic Development”. In its roles and functions, MEMD aims:

  • To provide policy guidance in the development and exploitation of the Energy, Mineral, Oil and Gas resources.
  • To create an enabling environment in order to attract investment in the development, provision and utilisation of energy and mineral resources.
  • To acquire, process and interpret technical data in order to establish the energy and mineral resource potential of the country.
  • To inspect, regulate, monitor and evaluate activities of private companies in energy and mineral sectors so that the resources are developed, exploited and used on a rational and sustainable basis.

Therefore, this project fits in the mandate of MEMD and will be implemented in close collaboration with the Electricity Regulatory Authority. MEMD will also invite the key relevant stakeholders to participate in the consultative engagements and support and form a core inter-governmental management group in implementing pilot activities. These include

  1. Ministry of Finance, Economic Planning and Development and agencies (URA, UNBS, UIA)
  2. Ministry of ICT and its agencies (NITA, UCC)
  3. Ministry of Science Technology and Innovation
  4. Ministry of Trade, Industry and Cooperatives
  5. Development Partners (Donors and International NGOs, UN Agencies, etc.)
  6. Energy Service providers (Solar companies, mini-grid providers, Umeme, Generation, transmission, and distribution companies, etc.)
  7. Financial institutions
  8. Energy Associations within Uganda.
  9. Regional stakeholders

MEMD will work closely with the below-named partners in the development deployment piloting and roll-out of the EMAP.
